Community organizers coordinating legal observation of ICE activities at DOC facilities and the BTV Airport manage an Airtable that cross-checks JailTracker (below) and the ICE Detainee Locator (below) to estimate the best available data on detained people in Vermont. This collective vetting reduces misinformation, supports timely legal response, and helps families and advocates understand who is in detention and under what circumstances.

The Transactional Records Access Clearinghouse (TRAC) at Syracuse University analyzes U.S. immigration enforcement data obtained through FOIA. In Vermont, nondetained cases are heard in Chelmsford, while detained cases go to the court nearest the detention site. Advocates caution that government data undercounts exclusions, expulsions, and expedited removals lacking due process at both borders.

Vermont Department of Corrections uses a tool called “JailTracker” to report all individuals currently and formerly in Vermont custody and care, including people detained in civil immigration custody on behalf of the U.S. Marshals. The tool is accessed using the “offender locator” at the bottom of the DOC website landing page. Note there is often a lag between when a Vermont-bound immigrant is detained and when their data appears in the JailTracker. Also note that individuals booked and immediately moved out of Vermont will not appear in the JailTracker.

The Department of Homeland Security (DHS) uses an online detainee locator system commonly referred to as the “ICE Detainee Locator” to report all individuals currently detained by ICE in an ICE or subcontracted facility. Note there is often a lag between when ICE takes someone into custody and when they appear in the Locator, as well as a lag when ICE relocates detainees between faciltiies. Individuals names are frequently misspelled and a person’s “A-number” yields the most accurate search results.
